ACT Fibernet, failed new service

How irresponsible can an ISP be in India. With all the false & fake promises for its customers that it can provide new Fibernet service in 2 weeks time. It’s bloody 8+ weeks past. I Have No Internet yet. I DEMAND MY RS.1700/- MONEY BACK. NOT THEIR SERVICE ANYMORE!! Clearly, They seem NOT to be understanding complaints raised in ENGLISH.
Can anybody help translate this message in TELGU since it’s Hyderabad based?

Why is Govt. Of India allowing such nuisance ISP to do it’s business in its homeland? They deserve to be kicked-out of business market!!!!

Nightmarish post complaint registration efforts so far. Please help me, get an reimbursement of Rs 1770 please!!!
