Regarding refund from Freecharge

I made payment of electric bill through freecharge of Rs. 1754/-( i.e. 1739 from debit card and Rs.15 from Wallet) on 17.03.2018 vide FC transaction No. FCEA180317721886275. But it was failed. The mobile had camera problem and was replaced by Lalaji. However, even the replacement mobile was a defective one.
