Cancellation charges by IRCTC on tatkal ticket

I booked ticket at IRCTC with PNR 2813547619 that is showing 13 tickets in tatkal quota. But when i completed the transaction (Rs 770) it was showing waiting list TQWL 33, 34. Refund from Yepme – Rs.250/- – Mr. Prince Gupta of Faridabad, Haryana 121005 ordered a product with Yepme ( order No.32333647) but the order was cancelled by them without any intimation.
