BSNL not cancelling my Annual Plan LL1500 connection

I approached BSNL Ranikuthi office to know the cancellation process of Landline under this LL1500 scheme . They simply denied to cancel it and asked me to pay the sum of Rs 1749 upfront if i wanted to cancel my landline .

This kind of consumer exploitation is not ideal as they are asking me to pay the annual fees from April 2023 – 31st March 2024 but why will i pay when i am planning to handover my landline .

Authorities at Ranikuthi OFC is simply harassing customers like us .
