Builder not responding to defects in construction

I had purchased a flat from Rainbow Housing four years ago. But now there are major leakages issues due to bad construction quality, which I have shared with builder. But he is taking replying or not taking ownership to repair the damage. I have sent him mails but didn’t replied. I have to make complaint against him. Please suggest the way forward.
