Cheated by Instagram seller, no return as assured

I had purchased a suit set as a gift for my mother, from this Instagram seller – @a1_clothing_factory12. Before purchasing, I had confirmed their return policy also. Upon receiving the product, I did not like how it looked, the fabric quality was a lot different than the images, so I asked them for a return. They said it would be picked up within 15 days and then refund will be credited within 48 hours. When 10 days were completed since the return request, I asked them again that when will it be picked up, they said it will be done. Since that day, I have asked them numerous times, but they only leave me on seen. Today 15 days have been completed and the return has still not been picked up and even they have not given me any assurance that it will be picked up or not. I’m a student, I don’t earn. I cannot buy my mother another gift as long as this cheater Instagram business does not return me my money.
