Complaint against cable operator for security deposit refund

Non returning of set up box security money by cable operatorle operater. Value: 1500. I have take a new conmection of cable TV in May 2018 and deposited 1500 rs as security money. But now i want to deposit set up box to cable operator he deny to refund any money. Please solve my issue as soon as possible.
