Complaint against instagram page phone_outfit7 for fraud sales

I have ordered w mobile covers from the instagram page phone_outfit7 the price was 499 there was an offer of buy 2 at 499 . I was not contacted even once the whole the product was in transit neither by the page nor by the delivery agents whenever I texted the page they used to reply really late . Today on 6 Aug 2020 when my package finally arrived and I asked the delivery man to let me check first before paying him he said no and asked to return it later if there will be a problem when I opened the package there was just one cover that too was not of my phone and a mobile holder, a pop socket and some wire kind of thing none of them are of any use to me the person is not replying to me nor the delivery agency just want my refund anyhow can you help me please.
