Complaint against service and report of Zabava HR Consultancy

I have registered with Zabava HR Consultancy for job placement ,for this i paid Rs.7670/-,after that they arrange an interview with CIS Group.After interview the concern HR told me to submit all qualification prof,last company employment details and CER Report,For this report need to contact Zabava .After that I meet with Zabava representative and they charged Rs.21830/- for this report.few days later i received a call from CIS Group and they told me to submit HT Test report and also advised me to contact Zabava person for the same.When I contact with Zabava person for the HT Report they told me to deposit Rs.22000/-for the report.Then I got stuck and start some investigation on Zabava HR Consultancy and CIS Group,and find out that CIS Group has no existence  and Zabava person already cheated with lots of job seekers.
After that I drop a mail to Zabava regarding the same,and got reply from their top management and they assured me that they will refund the deposited amount.But two month crossed still i have not received the same,each time they told me that it is under processed and deposited by tomorrow,but till now tomorrow not came since last two month.Now a days they are not responding in call and massage and mail also.
These Zabava HR Consultancy have cheated with several poor job seekers ,they need to teach some lessons,so that in future they cant cheat with poor job seekers.
