Complaint against Siti Digital Cable Operator

I’ve a Cable Connection of ‘SITI DIGITAL’. But with the cable operator I’m facing confusion. I’ve told by operator to pay advanced money for one month to continue the Television Shows. I’ve a question, is it right that we have to pay advanced money to Cable operator?
