Complaint regarding ACT broadband new connection

I have received a pamplet in my flats about ACT Blast connection of 1000 gb 100 mbps speed. The executive followed up with be extensively and insist me to make the payment right away to start the process. I did too, however for 3 days i haven’t got any installation yet, i even tried calling him. But hehe didn’t responds to my call.
How to get my paid amount refunded. Below are thr detail: ACT account# 103016727507
