Complaint regarding Flipkart mobile exchange scheme

I had ordered a Zenfone MaxPro1 0n 18th July availing the exchange offer with my old phone Asus Zenfone Max. The item fully matched with the exchange criteria ans i am still using the phone without any tamper or damage. As the condition mentioned in Flipkart exchange items the phone fully matched with the conditions.
Yesterday while the delivery boy came to receive and give the phone he completely refused to receive the phone mentioning a problem with it.
My question is:
1. As an user of the phone when i handed over the phone to him the phone was working fine without any tamper. Is he the authorised person by flipkart with technical expertise to refuse at that point? If yes he didn’t provide any clue about refusing.
2. As a customer should i move to the consumer forum with these issues as i am confident about delivering a non tampered absolutely working fine handset for a new phone.
3. As mentioned in the exchange policy of Flipkart i agreed and the product matched all the conditions.
