Complaint regarding fraud data entry work platform

There is an online platform for Work from home where I got cheated . They give me some task and when it completed they have give an information about penalty payment of Rs. 4000 . After that they will pay my earned money from that platform. And when I pay penalty money they dont paying my earned money, Whenever i ask him for money they reply with their excuses of network issues..
