Complaint regarding fraud sales by instagram seller royal_footware73

I order shoe amount 850 rupees from the Instagram seller account I’d -royal_footware73 I made payment through paytm but she didn’t reply to me anymore and not getting my product as well she cheats me now I want to my money back and want to punish her she doing fraud to every customer who places order I share her number (Rxxxa Nxxxxxl 81xxxxxx8) this is the which I get from her please at this matter and resolve this asap!!
