Complaint regarding HP laptop fire incident

On 29/12/2019, I left my residence at Trivandrum(Kulathoor) at 8:45PM, for some time to carry out some personal chores. On returning, I found out that my apartment had caught fire. The neighbors had extinguished the flame, but it was severe enough to destroy nearly all of my possessions which includes clothes, furniture and electrical appliances including my HP laptop. It was found out that laptop was the source of the fire since it was the only appliance plugged in. Following the event I got in touch with the HP support service.
1.First contact with HP support on 30/12/2019. It was decided that they would send a person to validate the incident and collect the device.
2.After a span of 1 week, they sent an executive who took the laptop for “verification and testing”.
3. After 1 month and 10 days, the investigation was told to be complete. Finally their conclusion from a “lab report” was that the fire was caused because of power fluctuations at my residence and there would be no reimbursement/replacement due to the cause being external.

However, Since no other electrical appliances in the building has faced such damage, it is unlikely that anything other than the device manufacture is the cause. Such being the case, I requested the executive to raise a ticket to speak with their supervisor and also to see the “lab report”.
I am yet to receive the “lab report” and speak to the manager.
It has now been 1 month 20 days since the event took place. A laptop is an expensive equipment and also a mandatory one for our day to day functioning, I would be grateful for a way to approach this situation. Any advice, action is much appreciated.
