Complaint regarding order placed with Vlebazaar

Vlebazaar.in has after 45 days item not dispatched, and refunding prepaid amt of Rs.699

A) Ordered 45 days ago, still Vlebazaar.In Team has not dispatched the ordered item.

B) So i have asked them to cancel this order and refund prepaid amount of Rs.699 to me.

without taking any action their standard reply is that wait for 7 days & after 7 days again they reply to wait 7 days.
