Dealer not delivering car even after payment

I have purchased a Ertiga ZXI+ car from Sanei Motor Pvt Ltd Laketown Kolkata. I have already paid the full amount of Rs. 9,89,784 and also submitted all the documents. The car was booked as on 25th August,2017 and all the payment and documents have been cleared with in 30th August,2017. But they are still now unable to give the delivery of the car. They failed 3 dates to give the delivery for NOC certificate as I am purchasing the car with the exchange of my old car. But now I have submitted the NOC certificate. But they are not delivering the car still now. They are giving many excuses. Please help me.
