DEN Cable operator not providing channels as per TRAI regulations

My area cable operator not allowing me to activate my selected channel package, I talked to DEN team also they told me to use DEN web portal to prepare channel package & submit request & provide them reference no. they will activate that package than I need to pay amount .The cable operator give a four different packages list & asking me to select anyone package among these to activate,as per new rules of TRAI consumer is free to choose his channels packages than why cable operator not allowing consumer to activate channels as per his choice.

I did above all but now DEN team person not able to activate the package ,I am following up with all concern person since 8FEB2019. on 23Feb Den Person Mr Dxxxxk Dxxxxxy said to me it will take 24Hrs to activate your package ,but package not activated till 28Feb2019.

I send mail also regarding above issue ,but no reply on mail . for cable operator details ,pay slip attached below ,plz support & arrange solution for issue.
mail sent on 11FEB2019,12.53PM.

There were two complain no’s given to me 5179819 – 11Feb & 5188963 – 14Feb 2019 ,these complaint are showing status closed ,but there is no solution provided.
