Dress scam through whatsapp and Instagram sales

I have purchased a dress worth Rs 2100 in cash and Rs100 through phone pay to a seller whom l contacted through WhatsApp since many days before the delivery. I had seen video and images of drees on Instagram @girls_s_glamour. The product delivered is too poor quality and l want to return it and get money back.Now He is not receiving my call. Please help to get my money back.
