Fraud sales by Elegant Fashion Way on instagram

Elegant Fashion Way, a fabric seller in Instagram, made an ordered paid, the item wasn’t delivered and was confirmed by them that refund will be given. Later refused to refund and speaks in Thugway. After 2 days of arguement manage to get the amount back. I was wondering of the govt has any legal system to control such sellers.
