Missing items in my product which was delivered by Supertails

I ordered 48 packets of Kennel kitchen from Supertails on combo offer on 26th August, after much delay and constant requests i received the product on 30th via Ekart logistics. When i opened the product there was only 12 packets in the box, i paid rs. 1099. I called the agent he says he has no clue, then i called the Supertails customer care but no resolution has been provided to me.
I need the remaining 36 packets of the missing items shipped or either the refund for the remaining items.
The customer care is not providing me any resolution and its clearly their fault wherever the item is lost or if not shipped.
Kindly provide the resolution immediately
