Online Fraud Seller through instagram

On July 26th 2019 , I paid Rs 21990 to an Instagram seller for an Mobile phone . After ordering there is no proper response , After two days he blocked me and I haven’t received any courier . I lost my money. I made the payment through Paytm , I will attach all the details with this complaint all the conversation and payment page. Please help me to get my amount back.
