Payment done but parcel not recieved from instagram seller

I had ordered 2 products(covers) from this instagram seller – gift_store_shop in the month of October.  She has taken advance payment through paytm . Post receipt of payment by her I asked several times about my order but she just ignoring all messages and keep on saying that your order Will be delivered soon.she said my order will be delivered in 6-7 working days and if not she will refund my money. Neither i got my order delivered nor i got my money refund. Each week she said so that customer remain calm for entire week and wait for her product to be delivered.I have her contact number on which she said to transfer money.she isnt receiving my calls nor she is replying to my messages. When i am trying to reach to her through some other account and as soon as she gets to know about me she blocks me.
I have the chat history as well. Take some actions against her and please ask her to refund my money .I am attaching the pictures of the cover which i selected for vivo v5 phone and mi a1 phone.
