Scammed by an Instagram shoe seller rawofshoes

I ordered shoes from an online Instagram seller called ‘rawofshoes’. For interested buyers, they have shared a watsapp link where interested buyers provide details of shoes they want to buy including screenshots of the shoe, size enquiry and address details on confiramtion, etc. After confirming shoe availability and size, they asked for advance for COD. I received the order after two weeks and paid 1500 to the courier guys (Delhivery). It was a very cheap and completely different shoe (I would assume the retail price would be about Rs. 400). I shared the pictures on WhatsApp message with the buyer. When they didn’t respond, I called them but there was no response there either. They have now blocked me. It is not a huge amount but I am sure they are scamming thousands of people this way. I am certain that everything on their page including customer testimonials and screenshots of WhatsApp messages with ‘happy customers’ are all fake.

Even if I dont get a refund, I would like the authorities to take some form of action against such scammers. I do hope that something is done. This is the only way that I can hope to take any action against them. Please help!
