Torn shoes delivered by Shopclues

I ordered a pair of blinders men’s sky blue from shopclues. order number: 120484132 on saturday 8 july 2017.I recieved a pair of old used torn shoes from courier company Xpressbees , number of the courier guy was 7738277930. The seller of the product is Gulati Footwear, N517, Raghubir Nagar,New Delhi,NCR 110027 contact number of that person is Sxxxxl Gxxxxi. When i am trying to return the product they are just postponing it and giving various excuses. No action has been taken against this fraud. Kindly see into this matter and please help me to solve this.
