Unsolicited credit card from Axis Bank

my wife not working anywhere.Without her confirmation Axis bank provided credit card with her name and my name .Now they asking 4880rs anual charge.

Note:those credit cards still not activated but they asking 4880rs to pay anual charge

i am asking without confirmation how can they provided credit card and i am asking 1cr to pay.
