Vendor sold faulty washing machine and deferring from one month

I bought 2nd hand fridge and washing machine from a vendor who is from Mumbai. The washing machine turned out defective. it is not cleaning the clothes at all. When informed vendor he promised to pick up the item and refund the money. From then he kept on delaying giving reasons. Half of the time he blocked my number. 1st he informed through watsapp that he is not well as he blocked my number. When I reached her other partner he received my call and both started giving me reasons, like no vehicle is going to the area for delivery. Then they said its raining hence vehicle is not going. Even when i agreed to pay vehicle amount still they didnt get it picked. If I call 10 times they will pick up my call once otherwise give it to some one else to pick up.
