Wrong charge by Uber for driver’s fault

I have booked Uber from Bangalore airport to my home on 18th Nov 2017. The trip was accepted by Uber driver Rxxxh. After which I waited for more than 30 minutes and his car was not at all moving from its position during this time. Repeated calls to his mobile number were not answered by him. Finally after waiting for more than 30 minutes, I cancelled the trip. Uber charged me cancellation fee (INR 43) for the same. I requested for a refund of the same citing the reasons above, as this was not my fault and I was forced to cancel as the driver did not pick me up. However Uber refuses to refund this stating that their policy is to levy cancellation fee if customer cancels after 5 minutes of booking. I have given them all details and its very easy for them to check what has happened for 30 minutes, why the driver did not move his car or why he didnt pick my calls. I request further action to be taken against Uber so as to get this refund.
